801 lift arms problems

I just bought a Ford 801 tractor,lift arms are in raised position and won't go down.Any suggestions what to look for greatly appreciated!

'll make a WAG and say that it is a mechanical problem vs hydraulic, because on anything that old, it is VERY likely that with weight on the lift, the seals are so bad that it will sink in minutes to hours at best.
