PTO power shaft

The stupid shaft won't go all the way in. I think it's about an inch short of going all the way in, from looking at it from the rear. When I turn the engine, the shaft turns all the way through, so it's coupled up someway. It does this when the clutch is in and out, so I'm assuming it is not turning just by the clutch dragging.
I put the clutch in carefully with an input shaft so it should be lined up OK.
Have turned the power shaft with a wrench. Have tapped (not banged) on it with a light hammer. I may have to pull it back out anyway to fix the PTO (see other thread) so maybe I'll learn something if that event happens.
Just griping. I've had them stick before and in the end gotten them in.
