i have very little power when running the loader. Have changed the fuel pump and filters and timed the fuel pump. changed the hydraulic and tranny filters also. it sat for 8 years before i got it. any ideas on what i could look for to get the power back up.

Set the valve clearances. Make sure there's no air in the fuel system. Tee in a fuel pressure gauge somewhere to make sure that it's up to spec.

Take the return line fitting out of the top of the injector pump and see if you can blow thru it. The Roosa Master injection pump has a fiber coupling inside that's famous for coming apart and stopping up that fitting as it has a glass ball inside.

You didn't say anything about the exhaust smoke. Is the compression good? Check the blowby by pulling the oil filler cap and see if it's puffing smoke out badly. Is the injector pump worn out? How did you set the timing of it, by twisting it in the slots and lining up the lines in the window? Do you know if it was running right when it was parked?

Does the air intake system have a bird's or rat's nest inside blocking it? Pull the intake piping from fresh air side of the turbo and see if the turbo is responding to throttle.

Are the brakes locked up or not releasing?
