I just purchased a used rotary cutter that sat outside for a few years. The red paint is faded to almost pink. What can I do, short of repainting, to bring the original paint back? I just want to "clean" it if possible and keep it in the shed.

Nothing! The original pigment was low grade and the color is gone. It's not just "fade" , the red is gone,period.

That is the only fix is to repaint it. It was probably an alkyd and any alkyd paint containing red is very bad to fade. An intermediate paint you might use that would last a little longer is Sher-Kem enamel from Sherwin Williams.

Ive only seen one product that claims to work for your problem. I have no experience with it though. Here is a video demonstrating it and a link to buy it.

used mower?

degrease / strip or mask decals, pressure wash, repaint. I'd go cheap paint AGAIN. it's a mower. it's gonna set out and get scratched up. PLUS.. no use in putting 100$ paint over OLD paint.
