HI I NOTESED YOUR COMMENT I HAVE THAT PROBLEM FLYWHEEL ALUNIUMN RING GEAR IS SHOT . SOMEONE USED AN METAL TEATH ON STARTER .LOOKING FOR FLYWHEEL OR RING GEAR CHEAP THS DENNIS

Before buying just any flywheel for a 16hp vanguard eng,get mod/type numbers off eng & goto link below & look up your eng for correct flywheel pn & also check if aluminum ring gear avail seperate,if it is consider buying a new gear and replace or take flywheel to a local machine shop to have replaced if gear not bolted to flywheel.

Problem being the vanguard twins used seven different alt stators & three flywheels with different size magnets,depending on alt stator on eng & size of magnets in flywheel you may have charging issues if stator/flywheel magnet size not matched.

If I remember correctly- just the ring gear is available. Very easy to change.
