This piece of equiptment was purchased in S Carolina.The owner has no idea what it is,can you help?

Looks to be a horse or mule drawn cotton stalk chopper.

Looks like a one row horse drawn stalk cutter

Yes, that is a stalk cutter. Still in use today. The concept was pioneered by the P&O plow Co. In corn the European corn borer overwinter in the stalk and the cutter is used to destroy their winter home. I know nothing about it"s use in cotton.
