I was just curious to see what I could find out about this tractor. The tractor is on steel wheels and the driver walks behind the tractor or sits on the implement. What would be the value?

Sounds something like a Moline Universal to me. Case made no such thing.

This another picture that he said look like it, He claims there may be a seat, but its missing now. The farmer parked it in the barn around 1935 or so, and it hasnt been driven since.

The tractor in the photo is a Case cross-motor tractor. Case made several different models of this tractor. The value depends on which model it is. Not many were made of some models and they are, of course, worth the most. If the tractor is reasonably complete and has been stored indoors, it's probably worth at least $5,000, regardless of which model it is.
