What in the world is that in?? All but one of my catalogs skip from G1500 (33/4x41/2)to G1700 (4x41/2)--sounds like 1600 should be 37/8x41/2??
Aside from idle curiosity, you might try contacting a couple Herc parts suppliers:
Jerry Biro=herculesparts.com...or
herculesengine.com.
Granted you're looking for a used part, but they might be able to advise if a housing off a 1500 or 1700 might fit; since they're apparently more popular engines, might make search easier.

It runs the pump on a 1980 Rosco oil distributor for road oil |

Well, one good turn deserves another...
Don't know if it'll help, but you might post on hcea.net (com?org?).
It's the Historical Construction Equipment Assn site, not a large site but at least concentrated among all kinds of light to heavy const stuff, more like the kinds of things your 1600 is apparently used in than tractors or ag eqpmt.
There's also the Caterpillar sites (I think a couple are antiquecaterpillar.org and acmoc.org) the thinking here's that while not a piece of Cat eqpmt Cats are all around road work, and someone may know of something. Good luck |

Never think of all these things at the same time...
arrowengine.com had a list of engines they supported (had parts for) 3-4 yrs ago on their site, including, of all things, Herc 1600 and 4800. They've redone their website, and nothing Herc shows, but emails are free...
If you haven't already, Google const eqpmt wrecking yards; several will come up. They're almost all connected to an online search system where one can query the others on the system for a part.
You might also go to the "Parts and Services" section of aths.org (com?net?) It's the Am'cn Truck Hist Soc.; their list might have other Herc parts suppliers and will have a number of professional obsolete parts suppliers and might have a list or link to truck/const eqpmt wrecking yards
