Looks like (T)ractor (O)verseas and the serial number makes it to be a TO-20 model from 1951.
1951 starting with serial number 39163 and the T0-30 starting in 1951 with the serial number of 60001.
I own serial number TO-34662.
Ours were made in Detroit.
