Did it ever get to 2200? Did you work on the governor? Is there more than one hole on the governor arm for the link to the carb? Is it the correct governor? I have ground some metal off of the cast weights on my super 55 to get more speed without so much pressure on the governor parts. HTH.

Disconnect to Carb from the gov and work throttle by hand and see if it revs out. You will know if it is Carb or gov. Then you can move towards a fix

I did that, and not sure what's to fix on the governer if the weights move freely.

My guess is linkage or that spring on the outside of the gov might be in the wrong holes. Also check timing

How about a couple more details? There were changes in those governors so a serial number would be good. Is the weight carrier attached to the shaft? We found a couple that were loose last winter.

Did it run at high RPM"s before you did all your work? If you put in a carb.kit, did it come with a new throttle shaft/arm? If so, check the angle of the arm (where you would attach the governor rod) to the throttle plate with the old shaft as I had one in a replacement kit that was not the same and it put the arm in a different position from where the old one was.

Have you adjusted that rod between the carb and governor at all? I tinkered with my 66 a few weeks ago because I had the oposite problem,it wouldn't idle. I tried setting it by the book the way I normally do those gas Olivers and it just wasn't right. There was a real narrow "sweet spot" to get the high speed and idle right without it surging, but I seem to have found it. Call it precision guesswork.
