Could someone tell me what this tool is for? The writing on it is to hard to read.

Looks like some sort of fence stretcher.

If both of those points point in the same direction, it looks like it could be something for scribing a circle.

Fence stretcher yes possibly, maybe an early chain binder too!

I think I saw something similar years and years ago that was used for tightening tire chains enough to get the latch in the right link.

Looks too small for fence stretcher/ You could do more with a claw hammer
