tractors rpm is always at full throttle. i have adj. governor to spec,s with no help. when you pull throttle lever from #6 to # 1 no change in rpm,s do not see anything broken or missing ??? |

Have you had the carb off? Sounds like the linkage from the governor is not engaging the butterfly. |

Throttle blade is stuck wide open? Or is the governor controlling the throttle blade and keeping rpms at fast idle? |

Fill in the gaps. What have you done??? If you have had the carb off you probably do not have the gov to carb hooked up correctly and the throttle linkage to gov is not in the correct slot |
