I found this new John Deere part in the shed after my Dad passed away. Anyone know what it might be? Thanks! I thought it was for the rear wheel of an old plow,,, but dont know.

Looks like a caster wheel lock, I`ve seen the same or similar on JD 350 3-point rakes to lock the casters and put a toung on it to convert it to a pull-type.
