Sounds as if front pump is starving for oil. With 3pt raised/engine running look inside hyd oil filler hole for spraying oil. Does tractor have ind pto &/or hyd hi-lo? If so the supply tubes to either hyd option have a history of leaking which could cause your tractors hyd problem. I doubt the pressure control valve(flow divider) will be the problem but it's located on RH side of trans case by the hyd filter.

My 2020 that I am working on has the same problem. 3 pt raises
slow and jerky. I put pressure gauge in line going to ps. It read
2300 psi while idling or when I revved it up. As soon as I raised the
3pt, the pressure dropped to 300 psi. I looked in the fill hole but
couldn't see any oil spraying. PS goes away when the 3 pt raises
also. Filter screen is clean and new filter. Am I looking at the same
lines leaking? It has ind pto and hi/low on it. |

Another place to check is for a stuck/faulty hyd filter relief valve. Also check hyd 's with pto in both the on & off positions and hi-lo in both speeds if equipped.
