what is the best way to free up the rusted and stuck tracks on a Cletrac that has been sitting for 10 years?

diesel/oil, a sledge hammer and tow it around?

Yeah, drain oil and diesel mixed and sprayed/poured in the pin/bushing area, a heavy sledge applied to the same joint. If it starts and runs just get it soaked down good and move it back and forth. If it's not a runner, eat yer Wheaties and pound away.
