is it SOP to re-check the valve clearance a little while after doing a rebuild?
if so, how long after? does the engine need to be hot or at least warm when doing it?

I would say yes.
Go run the snot out of it for 20 hours and then retorque the head and reset the valve lash.
I did it that way on everything from Yahamas, VWs, Hercules, Honda Civic, Allis, Rambler, Datsuns, Ford Tractors, Buda, Volvos, Briggs and Stratton, my Onan and an old 228ci GMC I had and always had good luck with the top ends I rebuilt.
I change the oil and filter then too.
