Ford 641 spewin black smoke

1st problem:
Had the carb rebuilt a year ago. Three of four spark plugs pretty tarred up. When increase the throttle it sputters and then revs but spews out a lot of black smoke.
Checked the settings on the carb and believe to be okay. Something internal on the carb? Any ideas?
2nd problem:After running a while and then turn off, wont start again until cool down. Press on the starter switch and get nothing. Bad connection?

Black smoke says running to rich as in carb set way to rich or the air cleaner needs to be checked dumped and cleaned. As for not starting till cool bad solenoid or bad starter either one will cause that as will the timing being way to advanced as in acts like it turns over way to hard

check air cleaner.. and main needle setting..

also look for vacume leak at a bad gasket / packing /seal
