Have the trans cover off and both bolts removed from the casting holding the speedo gear, but can't get the casting to come off. The other problem is that the worm gear that drives the speedo gear, turns freely. Since this is hooked to the Pinion shaft should it be able to freewheel?
The speedo doesn't work, but the gauge on the cluster is fine, as is the speedo cable. So it's the speedo drive gear or the gear on the pinion shaft.

The way to refer to those gears are the drive and driven gears. The drive gear spins the driven gear, which in turn spins the cable. The drive gear should definitely be fixed to the shaft. I can't offer a fix, as I don't know the exact setup.
