18.4 tires in light classes

looking for some info club thinking of rule change currently tracters under 6500 must run 15.5 in super farm and Mod "cut tire" Modd is looking at going 18.4 clear down to 3750 class I thought anything under 5000lb you would be better with smaller tire need opinions thanks

I pull 4 mph cut tire class with USAP rules, allows 18.4 X 38 in all Mod classes. they start at 3500 lb. I like their rules. Also I run 18.4 X 34's this light, but I hardly ever win!
