If it is locked up from sitting and had the exhaust covered fill the cylinders with ATF and then if a up right exhaust pour ATF down the exhaust till it finds a place to leak. Put the plugs back in the keep junk out of the cylinders and cover the exhaust and let it sit a week. Then after a week set a good 12 volt battery in it pull the plugs and use short fast taps on the starter. If it frees up it will make a mess of ATF shooting out of the cylinders but at least it will be freed up. If it has locked up due to water going in the exhaust pull the head because you not going to free it up with out taking it apart |

Fill cylinder with 50/50 solution of automatic trans fluid and acetone.
Best solution to break parts loose. |

Cylinder full of water time to pull the head and oil pan and cross your fingers. No matter what you have to get ALL the water out of the cylinder for any thing to work but I bet you find a lot of rust in that cylinder so it will be time to pull the rod bearing and hope you can push it and the piston up and out of the block |
