    In your picture you have your pump pressure port redirecting pump output back to the sump. You won't develop any pressure that way, put the plug back in.

    Below is what I&T says about pressure test points (as described for a different test), or you could use the plug on the piston pump as George pointed out. Since you apparently not developing any high pressure, only back pressure, you could use a lower pressure gage for a more accurate measurement.

    Take a pressure reading and if backpressure is 40-45 PSI or so it's working. This is done with lift cover in place.

    Definitely check the backpressure valve. Unlike later models it's not built into the lift cover but rather in the center housing. You can check by taking a pressure reading under conditions outlined below, should be 40-45 PSI. I assume you have service manual(s), this from I&T FO-19.

    When that happened to me it was a stuck unloading valve. Probably time to pull the lift cover, inspect linkages and valving, refresh seals and O-rings and adjust.
