Springs were good, and I did resolve the problem. Contrary to the manual, I adjusted both levers to be ⅛ inch from the front of the bracket opening by tightening/loosening the nuts. TO-30 lift arms drop but VERY SLOWLY.
The pump failed, so I replaced it with a new one. The new one works great: excellent pressure now. However, a new challenge has emerged.
