    Follow the path of the fuel, since the tank is new and fuel is fresh check to see if it's getting to and flowing through the filter. Then bleed it through the pump and then on to the injectors. Sitting for years the pump itself might be gummed or rusted internally.

    If your 12v battery isn't 12.6 volts it is not charged or not good. 27 posts and you might just have a bad battery.

    I don't know why yours does it. I would check with a voltmeter to see if the solenoid is sticking on and keeping the starter engaged. Guessing usually helps the parts stores stay in business, diagnosing isn't near as much fun as buying something new. If you want a guess, I'll guess solenoid...

Continuing to turn over without the wire connected to the starter button means the wire is punched somewhere and grounding, or the solenoid...

    Google sand blasting in your area. Surely dropping it off and paying someone is cheaper than buying or renting a compressor and the mess and aggravation of sandblasting in the heat. Sometimes you have to know when to say when.

    Did you put a little paint or chalk on the marks, makes it much easier to see. When you rotated the engine and found the marks was #1 at TDC and the rotor pointing at the #1 position of the cap?

    Just a warning, making sparks around the top of a battery can be hazardous to your health, not a joke. If the battery is off gassing and you make a spark the battery can explode, seen it a few times.
