1963 M602 Clutches (PTO & Hi/Low)

I recently purchased the critter. It’s a 1963 M602 Gasser.

PO says the Hi/Low has not functioned since he owned it. It works flawlessly in Hi but on the low side it will only move a tad until it has a load or attempts to go up a slight incline.
Looking for advice or possible causes and repairs

Next is the PTO. When disengaged it would still turn nearly at full speed. However the other day while brush clearing, it just stopped working under a load. With nothing attached it will spin but as soon as a shaft is connected it will stop, regardless of being engaged or not.
Looking for some advice and direction in causes and repairs for this also.

Sprag bad if no low. Springs and roller setup if original. Pto spins all the time if no load. Has no pto brake.
 
So I am new to wrenching on tractors. Have any insight on how to repair/replace? Do I need to separate it?
For the pto, the rockshaft will need to be removed to access the adjustment for it. I would recommend getting an I&T manual for the process, even though it is fairly straight forward. It will need to be split for the ampli-torque fix. Make sure you tie the AT lever forward while in high range before removing the torque cover or it will all come forward.
