1969 ford 400 3 point slow picking up at idle

There other day using my 7ft side winder I noticed my bush hog was lifting up slow at low idle. If I idle up it’ll come up a little faster not too much faster though. So once I got done cutting I had to hook up to my box blade and noticed it still was slow as I was trying to grade. It’s getting where I can’t grade with it. Any ideas? It’s 3 cylinder ford 4000 1969.
 
Not exactly unusual to be slow at an idle... and then speed up.... just above an idle. The pumps rated output is probably around 1600 rpms, and also as the tractor warms up the fluid will thin, making it even slower on a very hot day. And you may need to run it all day long to boil all the moisture out of the fluid if its contaminated with condensation. Only use a true "utf" in the hydraulic section. You have wet brakes and wet clutches in the 4000 that require utf only.
