3-point arms on Ford 641 lifting but not dropping

I recently got a ford 641 and the arms lift just fine on the 3-point but they won't drop until I shut off the engine. Any ideas as to how this might be caused?
 
I am curious, if you have a load/implement on the arms will the position control work normally? No matter what you find I think Andy is right.
 
Pulling the top cover isn't as daunting as it looks. Leave the adjustments alone and replace parts as needed.

I don't have an implement as this is my first machine. I bought it for the front loader and drawbar pulling but now that you mention it, I could use my relative's box and see what happens. However, I'm very new to this as a whole so I'm pretty reluctant to take anything apart until I buy the service manual.

'Daunting?' It's not difficult to unbolt the cover, but I wouldn't want to tackle it without a cherry picker/engine hoist/lift truck to actually remove and handle the cover.
 
Definitely buy the shop manual. Read the section regarding the hydraulic top cover. Also Google "Chicken House Mechanic" he has made a great video to walk you through. Be prepared to replace all O rings and parts as necessary. The follower pin is usually worn flat. I would stay away from the check valve assembly that is located on the front edge of the cover and do as johnmr suggests. Keep us posted!
