I recently resealed a 318, complete tear down and repair. Upon assembly I primed the oiling system, had 60 lbs and oil to both rocker shafts. When I installed the engine you have to remove the oil filter to install a bell housing bolt. I pulled the oil filter off and to my surprise there was no oil in the filter. Remember I had 60 psi and oil to both rocker shafts. Any insight would be appreciated.

Was the oil filter a cross over number?

are you using the ph8a,ph43 or ph16 filter?

i think its an s16 stp filter,

Any of those filter #'s will fit it. Me personally would use an American made filter and not a Chinese one.

If he had 60# of pressure and oil to the rocker shafts then. That's isn't the issue.
There's a "freeze plug" for lack of a better name about 10" down from the sending unit surface. If it isn't there you won't have oil pressure in all the places you should

The 318 is my all time favorite bread and butter daily driver engine hands down
