3910 4wd power steering

Hi,
We noticed power steering slugish. Reading conflicting stuff here. They mention fluid capacity for power steering pump just uber a gallon but also say it is all part of one hydraulic system of 14 gallons. I found what i figured was power steering pump on right front of engine just behind fan.. iit does not have dipstick but an expansion plug with knob. I took out plug and can see gears but dont see fluid. If its all one system why have this expansion plug and if separate how do you lnow its level?

The expansion plug is where you add engine oil. The power steering pump is on the other side of engine. Remove the cap and fill to full.
You need an operator manual.
