4650 engine surge questions

So I was using the tractor at my job and when I disengaged the PTO I noticed the engine was surging so I killed the fuel, not knowing what else to do, and that seems to have fixed the issue for now, but my question is why did that happen in the first place and why did killing the fuel fix it?

To clarify it’s a 4wd 15 sp powershift, and it was surging between 60-100 rpm’s wherever the throttle was at.
 
Make SURE the fuel stop lever is FULLY FORWARD, if not the RSV type governor WILL have a surge issue. If it does it again and the stop lever is OK the governor cover bumper spring may need reset.

Thanks for the info, I won’t completely rule out that the fuel shutoff lever wasn’t fully forward but I can at least relay the info to the mechanics who’ll have to work on it. But I probably should’ve mentioned that it was rebuilt after it caught on fire years before I started working there so maybe it wasn’t checked during the rebuild.
