No. Sherman transmission also slows pto down, so you gain nothing. I believe 540 rpm pto speed is achieved at around 1500 engine rpm on an 8n. You may be overspeeding your brush hog. There have been at least 10 million acres brush hogged with an 8n with no problems. How is it too fast? If its bogging the tractor down in low gear, your tractor may be down on power or the vegetation is too lush. If the former, correct engine problems. If the latter, take less than a full mower swath. Or buy a smaller brush hog. 4 ft instead of 5 ft. You do have a 5 ft brush hog, dont you? If it's too fast for terrain, you may need to look into smoothing your field if possible. Good luck.

A howard trans slows a tractor down with out slowing up the pto. They be pricy, if you can find one. I see one on fb marketplace for 750 bucks and it has damaged teeth. I brush hog with a 8n and use a 4 foot mower with no problems. Rides better than my Kabuto.
