861 3 point doesn't act right

The 3 point will lift and lower. However it will only lift with the control lever in the all the way up position. It will hold the arms at any position with the control lever about 2" from the top. Any position below that will lower the 3 point all the way.

It acts the same with the selector lever in either position. The horizontal position points the handle straight ahead at 3 o'clock. The vertical position points the handle closer to 5 o'clock. Is that where the vertical position really is?

I understand a worn cam pin is a common cause of 3 point issues on these tractors but will it cause this issue?

Yes worn cam follower pin would be the prime suspect and the first thing to check.
 
Had the same issue with Dad’s 641. Convinced myself it was a worn pin. Bought all the parts. Drained fluid. Gear oil came out (guessing Dad, in his advanced age put in the wrong stuff at some time). Refilled with UTF. All works perfectly now. Take a look at your fluid first!

I didn't realize that pin was visable thru the fill cap. Yeah I'd say it was juuuust about worn out lol. I'll post an update once I get it replaced and put back together.
 
Replaced the cam pin and the piston and relief valve while I had everything apart. Seems to work like it should, I want warmer weather before putting the blade etc on to really test it. Thanks again guys.
