As the title says. You can't control it. It either goes all the way up or all the way down

That is kind of how it's designed. If it drops from all of the way up with a load on it you might have a leak internally. To keep the lift in a certain position you need a set of chains to hold a position.

9N's and 2N's lacked "position control", various aftermarket products to add this have been sold over the years, Red Rock Mfg. offers one.

8N's, on the other hand, were set up with "position control" as part of their design.
