Bolt Holes? in botom of the Bell Housing Jet Star

I was doing some maintance on my Jet Star when I noticed a drop of Black oil driping from the botom of the bal housing.Checking further I discovered this oil was comming from two holes in bottom of the bell housing and they were packed full of dirt. I attempted to clean out the holes with a screw driver and in doing so released a cup full of this black oil and whatever else was mixed in it. These two holes were on the botom of the bel housing on a protrusion with a flat surface and they appear to be threaded.My question being are those holes there for a reason, to drain the bel housing?? or should the be closed off with bolts? going to leave them open unles i hear otherwise
 
The black oil is motor oil. Your rear oil seal is leaking and will eventually need to be replaced. The 2 holes are for drainage, so the clutch doesn't get oil soaked and slip.
 
When you replace the rear oil seal, replace the input shaft seal for the transmission also. Whether it’s leaking or not.
 
I am thinking that flange where the two bolt holes are is the mount for the rear struts if the tractor was equipped with the 5,000 lb. axle.
