Can't click icons at top of reply box

As the title says. Icons at top of reply box are dull gray color and can not be clicked on. What's up?
(This is on my computer and phone. Another phone or other device may have the dots in a different location)
Go to the three vertical dots over at the right, next to the Preview button and click on them. You should see two items drop down (they might already be). One says "Toggle BB code", the other says "Drafts". Click on the "Toggle BB code" and your icons should return. Clicking on "Drafts" gives you options to save or delete a draft reply.
 
In addition to what Jim said, are you sure you haven't entered preview mode? If you have, they become inaccessible, and you need to click "preview" again to exit preview mode, at which point they should become accessible again. Disclaimer: all my experience is on a desktop computer, not a phone. A notebook/laptop should behave the same as a desktop.

Thank you!!! Clicking on "Toggle BB code" brought them back. What the heck is "Toggle BB code" anyhoo?
 
BBCode is what allows you to modify plain type. In addition to the emojis, it also makes possible all the text tweaks, like bold, italic - everything on that top line. Adding links, images, videos, adjusting font size and text color - all that stuff is driven by BBCode. When it becomes disabled, your post is limited to plain typed text. - all the fancy stuff becomes unusable.

At that point you have to revert to typing your post with code to make it show the way mentioned.
With brackets like this: [b ]Then these letters would show as bold [/b]
If that one space was not in between the b and the bracket.

Different letters in the brackets do what the more simple icons above do.
 
Here's a trick that lets u do that example without the extra space:

I thought they had HTML turned off with this new forum to where you had to use their forums code and you could not do it manually.
