You would be surprised of the people that show up when free stuff is being passed out.
There was a storm where the electricity was off for a few days.
Very little damage to houses and or cars just the electricity was off.
The state announced they would be giving out food stamps to everyone in xyz zip code to replace food lost.
Drive up show your drivers license and they give you a food stamp card.
Next day they showed the line of cars waiting to get their card on the local news.
BMW Mercedes Lexus People that clearly could afford to lose a freezer full of food if they by some odd chance never had a generator.

We did work at a Headstart "school" for the low income, they even took in babies so Mom could go to work. Just as you said many cars picking up children were better than ours and of the same makes you mention.

I wonder if a railroad would be responsive to a request for a donation? If there were enough hay to fill a car(s) and the request came for a politician it might stir up some interest. Good human interest story for local TV on both ends.

That's what happened between NY State and Southeastern States, back in 1986. Since the government subsidizes rail shipping, it was promoted as a use of something that we all subsidize anyway. I'm not sure how the politicians got it going... if it was talk between reps from the two states in Congress, or if it was local politicians from each area that got together to come up with the plan, and then got the feds to help with the railroad cars.
