farmall 504, d188 engine sleeve question.

I have a IH 504 with the D188 engine that I am rebuilding. The I & T shop manual calls for the sleeve standout of .001 to .004" The sleeves in the A & I overhaul kit are .020" above the block. Have the engine parts suppliers changed the specs over the years or am I missing something ? Like a Ser # change . The flanges on the old & new sleeves measure within .001" of each other. I am not that familiar with these old IH engines. This is a kit I got from A & I Products.
 
Something does NOT make sense, if flanges are within .001 inch new and old, flange won't be .020 above deck UNLESS something is keeping the sleeve from seating completely down in the counter bore. Does the SLEEVE top have a FIRE DAM about .020 ABOVE? Some sleeves use that fire dam to help protect the head gasket. Are these sleeves the early wide flange, slip fit type? Some LATER IH blocks use thin flange HEAVY PRESS fit sleeves and head gasket compression seals on the BLOCK around the smaller sleeve flange. The early engine had the head gasket sealing on the HEAVY flange sleeve that was a slip fit in the diesel block.
 
suggest you take more measurements . Even though the flanges measured the same thickness there is as mention something holding them .02 up .

Consider radius in the flanges counterbore in block . Or a 45 degrees chamfers on the new sleeves that’s missing is holding it up Off the seat of counterbore.
These combined will not allow the sleeves to seat .
take another closer look at the new sleeves , cant be the same as ones removed whether above is not at fault

It is a newer style block with the thin flange with the head gasket sealing at the block, not on the liner flange. # 3 sleeve which dropped down and was broken up by the crankshaft is close to spec height .001- .004" at .006". The other 3 are at .020". Apparently, I need to pull the sleeves and figure out why they aren't going down all the way. The counterbore on #3 must be beatup enough from the liner failure to install close to manual spec. Thanks, Terry
