Farmall Super C governor stuck at idle

The governor on my 1952 Super C Farmall seems to be stuck at idle. Engine runs good at idle. Moving the throttle or carb control rod forward or back makes it almost die. Was working as it should a month ago when pushing snow. Next start up and it won't go beyond idle. Thoughts?

First examine fuel flow (plug at carb bowl bottom into a open clean can. should flow a pint in 2 minutes. Next make sure the linkage is free from hand lever to governor, then the link to the carb from the bell crank across the front of the engine. If no joy, the governor is likely at fault. Jim
 
Check that the throttle rod that opens the throttle plate
on the carb is moving the throttle shaft. Other possibility
is the screws came out of the throttle plate in the carb &
is blocking flow to the manifold.
Possible the air cleaner cup is full of dirt or maybe ice
blocking air flow since snow/ freezing temps.

Can you rev the engine up by pulling(or pushing, I forget) on the rod from the governor to the carburetor? If you can than the problem is in the governor. Be careful not to get your hand or coat etc in the generator belt.

No, pushing pulling on throttle rod or carb/governor rod doesn't change speed.
 
There’s I think 2 bolts holding the governor houseing on and nothing to fall out except the broken spring
 
Since Mel says working the carb rod doesn't vary the
speed, something has to be blocking air/ fuel flow to
the intake manifold.

Just thinking back, our SC had the lever that controls the
throttle shaft come loose from the shaft. Had to braze it
back onto the throttle shaft.
Could be the choke isn't opening??

If you DO muck around with the governor, be aware that the rotating assembly can move forward once the "cover" is loosened, disengaging from the distributor or mag drive tangs and if you bolt the cover back on without addressing that you will break something!

Also, if it moves forward enough the gears will disengage, getting the distributor or mag "out of time".
