Ford 3400 CAV dpa injection pump shut off on it's own

Have a strange problem on my 3400 with the dpa injection pump. While the engine was idling it reved up a little bit, and idled right back down (it puffed out a little black smoke when it reved) it did that 4 times in about a minute then it just shut itself off, and now it won't start. I'm thinking maybe something happened to the governer in it, any ideas? 3/4 tank of fuel (fuel tank was clean when I fixed a fuel tank filler neck leak, new screen on the fuel tap, and new fuel filter 25 hours ago).
 
The way you describe it idling then revving up and quitting sure sounds like it ran out of fuel.
I know you said you Should be getting fuel to it but the first thing I would check is the bleeder on the fuel filter. Open it up and put a can under it and let it leak for a couple of minutes.
 
Since you recently worked on the fuel tank filler neck, make sure that the return line isn't clogged.

Check the bleeders as suggested to be sure the fuel supply hasn't been lost. Crack the injector lines, at the injectors and crank it over to see if it is putting fuel up to the injectors.
 
Got around to fixing it, after only 25 hours after having throughly cleaned/dried out the fuel tank, replacing the fuel tap/screen, the screen on the new tap was plugged up with algae. Always fun to pull the tank to clean it out again.

Purchase a very expensive can of biocide and treat your tank and fuel storage system as needed...And treat it several times over the next two years to kill it out..... or .... it will simply come back. Usually due to poor fuel storage and excess water in the fuel. ( you need to fix your fuel storage) A small can use to be $38, dont know now after bobo-nomics.

I get the fuel for all my tractors at the same place, I buy it as needed so it goes right in the tractors (this is the only tractor I had a problem with algae). I bought a can of biocide for $35
