Ford 9n tractor pto not working

My uncle recently bought a ford 9n that runs and drives like a top. But the pto does not work. My question is where do I start on diagnosing a pto not working. The PTO engagement lever seems to work fine and moves back and forth and seems to snap in to place but the pto doesn’t spin. I do have a repair manual but I am curious where to start and what to look for.

Pull the cover that has the PTO shift lever and have a look see inside and make sure the slide collar is there and can move forward and back to engage and disengage the PTO. That collar can break or the shaft it slides on go bad so it slips or doesn't slide in place

You are aware that the clutch must be engaged for the PTO to spin; right?

When I purchased my 2-N, I purchased this manual...then read the section I had a concern with....best $$$$$$'s spent
