I painted my 8 MF deck with 3 coats of Krylon red paint and Krylon Hardener.I then waited till dry (4 hours) and used Dyna coat clear pro and Krylon hardener. Three or 4 places look like frost on the paint.(picture attached)What did I do wrong?

That's the clear coat overspray. A fast drying clear won't let the mist melt in .
If it's a fussy paint job you could sand and buff or recoat it.
If you caught it right away you could have wiped it with a tack cloth and put on another coat.
To avoid that you need to start from one side and go to the other and move fast ,that way the overspray will melt in.
If you're going to use that deck I think you won't notice it after a few mows.

You would have been better off not using the clear. If you sand between coats and the surface is smooth the single stage paint should have been enough. The clear on it makes the paint more difficult to touch up.
