I am looking to get this tractor or one like it, what can you tell me about it?

Hi,
I'm looking a a Ford High Crop. The guy says it is an 800.
The stamped numbers are;
9 5 1. 1
25469
can anyone tell me what the two rows of numbers mean, and what years it is.
Also, to be able to go on Tractor rides it needs to go 12-15 MPH, will this tractor do that.
The rear tires are on backwards, he said the power steering is not hooked up and he said it is not hard to steer, and there is an exhaust manifold leak.
And why is it not gray and red?
He says it runs great, he just can't get on the tractor anymore.
Is there an hour meter on these tractors
What is the price range for a tractor like this?

That is a 951, 5 speed transmission that has no live pto. These tractors are in the 901 series. Somebody painted it a different color. Here in Central Wi it may get $1500 to $2000 the way it looks now.

Tractor will make 12mph running 2000rpm assuming stock diameter tires. They are not speed demons. There is an hour meter, it's the rolling digits associated with the proof meter. This one says it has 2248.6 hours on it. Does it work? Has it always worked? Who knows? The machine is rough around the edges at least. Not having live pto down grades it significantly to me, but for recreational purposes isn't much of a factor. I have used the 900/901 (narrow front) series without power steering and they steer without undue effort, not sure about the wide front. Manifolds are available from our host site here, anything the tractor needs is available new or used, how much fussing do you want to do? Around here $1500 would be a generous offer for it.
 
The "-1" after the 951 model number means that it came from he factory with a single front wheel tricycle setup. Someone has added the wide front end since then.

25469 is the serial number. For an '01 series tractor, that is a 1958 serial number, about a third of the way through the serial numbers for that year. It was probably made a few months before I was born.
 
It always amazes me how someone like your previous owner can have a tractor & know so little about it! Like has been said it's a 951 ROW CROP. Not High crop! All that aside the 900 series are great tractors. It's fairly easy to fabricate a step & bolt it under the existing floorboard.

According to tractordata, top speed in 5th gear is 11.8mph.

It's at the bottom of the largest gauge in your 6th picture. It looks like an odometer in a car, but it counts hours instead of miles.
