Lifters can be stuck. there is a cover on them that can be removed for access. turning the lifters in their bore is a sure sign that they are free. If they don't turn, they are stuck. (this assumes the rocker arms are off/loose. if the engine didn't turn backwards, there is more than a lifter stuck. I think it is time to pull the head! Though I am sorry that is needed. Jim
Appreciate it! I am going to start prepping for the head to come off. I have to take a some time and attend to other farm issues and work but will try to work toward pulling it apart again next weekend. I'm going to start on the left side and will inspect the lifters before I pull the head just to be thorough. I can tell by the paint on the bolts that I never had that cover off before and it is something that needs looking at. If there is anything else that might be causing the problem that I can look at before I pull the head again, let me know. I don't mind pulling the head but you have to partially split the tractor to get it clear of the gas tank and it is difficult to do alone...so I would rather not. But if that is the path I'm taking...full steam ahead.

How hard did you pry against the flywheel teeth? The average man using moderate strength prying with a 16” long bar or screwdriver would have to try pretty hard to break off one of those teeth. Those starters are powerful and with that small drive gear places a lot of stress on those teeth. I’m not there but I think I would certainly try this again before pulling the head. Try to pry it backwards and make sure the TA is pulled back, maybe even block down the clutch pedal.

No harm giving that a try. I'm pretty conservative in the "if you have to force it you probably need to look at some other option" category. I do want a glance at those lifters though. There is a lot of paint on the fasteners for the access cover so I have never been in there. Everything looked fine with the cam shaft when I was looking up from below last year but it doesn't mean there isn't some sort of problem on the top side. It needs a look and I will try the flywheel again also. Appreciate the thought.
 
Can you get to the bolt holding the front pulley if so a big 3/4 wrench and socket or big boxed end wrench on ther you might try tapping the starter as one pulls on the wrench. I did that to a Cat engine about 3 times bigger than this is to get it to move with a big bar through a universal yoke on the back of the transmission and got it to move by this method. don't work the starter to long to get it hot just do it some then let cool if it gets warm/hot or if it doesn't move much at first. That flywheel ring gear gives a pretty big lever there with the starter. Would not be anymore work than the pulling the head. You could if working alone put a jack under the wrench to hole tension on it while working the starter. The wrench does need to be set to turn the same way the engine does.
