International A Brakes

I am trying to replace the brake band on the right side of my 1946 International A. I got the wheel off, and six bolts out of the axle housing. However, the axle housing will not come off. Do I need to take the fender off or is there some other thing I am missing?I think I probably took it off i replaced the brakes and seal some 25 years ago when I first got the tractor but I do not remember the procedure. Yes, I do have the manuals, but they are pretty skimpy on details. Thanks in advance.

You shouldn't have to take much apart to do the right side brakes. They are at the outside end of the axle.

I got the housing off. It just took more persuasion that I thought it might. I did not want to break a casting pounding on it. Now in the process of ordering the brake band. Thanks
