John Deere 3020 no hydraulics or steering

I bought a 3020 tractor not running so I got it running today and the hydraulics and steering are not working, it’s a power shift and it doesn’t try to pull either. The transmission fluid looks new so I’ve never had one of these and don’t know where to start and don’t know the history of the tractor either, any advice is appreciated, thanks again

Does it have the cold start hand clutch lever pulled and locked back, disconnecting the flywheel torque limiter clutch? Might be simple as that. Early models had it, pull back on the lever, then pull back the black dash lever lockout knob so lever can move forward to engage the clutch
 
Pull up on the clutch pedal. If the tractor has been setting the pedal may be binding and not coming all all the way. That pedal dumps transmission pressure to stop the tractor.
It is also possible the torsional damper has come apart in the engine discount clutch.

The position of the "clutch pedal" doesn't affect steering and brakes on the powershift versions.

I agree with DT to check position of damper clutch control lever on LH side of the dash. One needs to while pulling rearward on control handle pull knob on LH side of dash to unlock mechanism then push handle forward to engage damper clutch.

If the dump valve isn't fully closed you lose charge pump pressure. Low charge pressure means less volume to the main pump and slipping clutch and brake packs.
 
Make sure you look at the coupling at the front of the engine that drives the hydraulic pump. I have seen the splines stripped where the pump was not turning.

Update on 3020, I came to the shop before church and my lever was disengaged so everything is working for now, thanks guys for all the help!
