John Deere 4030 diesel overhaul

Hello, we use a 4030 diesel as PTO tractor. It started blowing oil out exhaust and running rough. Started an inframe overhaul. New pistons/liners, sent head off to engine shop. Sent injection pump off to be rebuilt, and installed new injectors. This tractor didn't have a hole in RH housing to pin flywheel. Cleaned and checked beneath the flywheel turning hole on RH side. Found another post where someone had similar where there was no hole to pin flywheel on older 4030 SN. I did not touch front timing cover. I just removed injection pump and left shaft and gear alone. Got it all back together and engine cranks smooth but will not fire. I think I have timing off. When head was off, I visually set #1 piston (closest to crank damper) at TDC, both valves closed. Set all valves and doublechecked. When I re-installed injection pump I made sure (and rechecked) that the timing dimple on shaft matched dimple inside pump. I then rotated pump to make sure the 2 timing marks on inspection window matched. I made sure fuel system was bled and have fuel up to injectors. Manual says there is a timing mark on damper to match to mark on front cover. That was my next step. But going to remove radiator as I can't see in there very well. Any other suggestions? I think since I didn't have the flywheel pinned at TDC, then I'm off a few degrees. Thanks in advance for any pointers!
 
Do you see white smoke at exhaust during cold starting attempts? Did the head get new seats and valves if needed, or were the original valves and seats ground and reused? Valve face location is critical to keep the cold start compression heat up, when valves are sunk too low that KILLS cold starting heat compression on any diesel engine. If none of the front gears were moved, and the injection pump shaft AND rotor dots are aligned pump timing will STILL be in range to set timing if needed.
 
We have in our heated shop and when cranking I did see puffs of white out the exhaust after cranking a bit. I will call and check with engine shop that did head. Maybe not new valves?? I did give a short couple shots of ether in the intake and it didn’t pop off either. So thought I must have had timing off. Thanks for the help.
