John Deere 430 T power steering question

We have a newly purchased 430T with power steering, It doesn't have the normal turning radius, the wheels only turn part way to the right and to the left.
Any recommendations on what is wrong?
 
Does the tractor turn farther in one direction (right vs. left)? Does the steering wheel also stop turning when the front wheels stop turning?

There are a number of areas that need to be centered in not only the basic steering system but also the power steering system for proper turning radius.

It could be as simple as not enough power steering fluid (I think the wheels would still turn with a little more effort though) and as complicated as misaligned splines, a faulty flow divider, a worn worm/pinion in the steering box, etc.

Is there a difference in turning radius with weight off the front of the tractor (jack up the front/stabilize it and see where/how the wheels will turn then).
 
The wheels turn the same right to left or left to right.
The steering wheel and wheels stop turning at the same time.
The wheels turn the same whether it's jacked up off the ground or sitting on the ground.

If you have not already, pull the hood and nosecone from the tractor.

Then I would remove the cap from the top of the steering box that sits on top of the steering pedestal at the front of the tractor. There is a worm gear/mechanism that sits horizontally in that box linked to a vertical shaft that meshes with it via two pins. Make sure there is no binding happening there and see how far the vertical shaft will move forward/backward with the worm gear.

This can be done without the tractor running, the steering mechanism should still operate even without the pump spinning. Of course easier if the front wheels are off the ground.

If the steering box mechanism is restricted in its movement there may be something happening with the rack and pinion/piston in the part of the steering column that sits below the steering box.
