Massey 135 perkins won’t run

i’ve got a Massey 135 with the 3 cylinder perkins gas engine that I’m having issues with. It will turn over and try to start but will never take off and run. Sometimes it’ll barely run for 10-15 seconds then die. Acts like the throttle is too low but you can move it anywhere and it does the same thing. It’s getting plenty of spark at the points and at the spark plugs. Carb was just cleaned/rebuilt with no change. Has fresh gas and it’s getting to the carb. After turning the engine offer a couple times gas runs out the breather side of the carb. I’m assuming where it’s dumping gas and not starting. Thinking possibly a governor issue? Any help would be greatly appreciated. It has 120psi compression on all 3 cylinders.
 
It won’t be a governor issue with the excess fuel running out. It’s probably the float level set wrong or hanging up or a choke circuit problem. I’ll assume that when it’s barely running it’s probably smoking blackish colored smoke which means it’s super rich. Too much fuel sound like your problem.

Yep! It’s definitely blowing blackish smoke. That was my thought all along but the carb guys said it’s not the issue and it’s bound to be a broke governor rod or spark issue. Think my best bet is to find another carb to stick on it to try. Glad it’s not a governor issue. Thanks for the help!!

Put a new carb on it and it does the same thing. Will run a little longer but still not long. Choke is fully open. If you choke it at all it kills the engine
 
Two spark plug wires switched?
Mine stopped running right, then wouldn't start. I removed the side-panel to acces the plug wires and found 2 of them burned so badly they were hard as a nail and almost transparent. New wires solved that, but still a miss. That miss turned out to be a blown head gasket; #1 cyl was 120psi, #2 cyl was 90, #3 was 118.
 
My 202 had ice in the air cleaner this winter and kind of had the same issue. I also so had issues with the sediment glass on the 202, when I pulled it, the screen was full of rust particles. My Farmall H will get water in the air cleaner and cause similar symptoms.
