MF 65 Governor

I have a MF 65 Utility with a loader and foot throttle. The governor has never worked right and more throttle must be manually added to go up hills. Is this from having the foot throttle or is the governor bad? Thanks

Could be the governor arm rod to the carb throttle shaft length is not set correctly. If I recall, if the rod is too LONG action will be sluggish, and too SHORT it will surge and not settle down. There COULD be trouble inside also, but I'd try adjusting the rod length first per the service manual. I doubt the foot throttle is the trouble.
