MF135 Three Point not raising high enough

Today for the first time, I hooked my Ford 706 dirt scoop onto the three point of my 1970 MF135. I noticed the three point arms didn't raise as high as I expected. They probably come up 75% of the way and for about 2 seconds as the arms were topping out, they made small but fast jumping movements.

The hydraulic oil and filter were changed 5 months ago, so it's not a plugged filter.

The draft control lever works just fine up and down, it just doesn't seem to pull the arms up the entire way. The inner quadrant control lever however seems to be jammed in the position closest to the 3 point hitch itself. The decal on the inner quadrant control is totally gone, so I'm not sure if the quadrant control could be the reason the draft control doesn't fully raise the arms or not.

Any thoughts?
 
I too have an old Ford dirt scoop. There are 2 levers to control the 3-pt lift, the outer lever is position control, the inner lever is the draft control. The draft control should be set to all the way up, but not onto the constant pumping block-out bracket, otherwise the pump will over-heat. The draft control is only for below ground implements, the position control is for above ground implements, with a few exceptions.
