Unless you absolutely have to keep it original, Google 9 inch scooter tire. Lots of options.

Be careful, SOME of those 9 inch scooter tires are on 4 inch rim.

4.80/400-8 is the common wheelbarrow tire

You can find 400 x 9 implement tires all over the web. Most are at least 4 ply and can handle upwards to around 40-50 psi tire pressure.

I've got one but its 75 years old off a MM cultivator guage wheel. Can't find any rim to mount it.

4.00X8 wont work on your rim. Check out 3.50X9. ME Miller has your size I think but cost $80.00+

6.90/6.00-9 is a common small trailer tire size. Plentiful and inexpensive.

Looks like you've got 2-piece rims so you can just disassemble the rim, take the old tire off, put the new tire on. It will be pinched in at the sides some, but better pinched in than rotten and flat. Cheap Chinese trailer tires tend to run small so it probably won't be nearly as bad as it sounds.
